Joel launched Vanguard’s Enterprise Data Governance and Privacy Group in April 2012. He now leads the group, which focuses on orchestrating people, processes, and technology across Vanguard’s global operations to ensure Vanguard’s data is treated as a vital corporate asset. This includes implementing both a global data governance program and a global privacy program.

Joel graduated from Tulane Law School and began his legal career in private practice focusing on complex business litigation, primarily in the area of state and local taxation. In 2008, he joined The Vanguard Group’s Legal Department where he managed a team of lawyers and analysts advising on a wide range of internal clients on corporate and contract matters. In addition to his law degree, Joel holds bachelor degrees in Economics and Business Management and a Masters Degree in Finance.
